What is an occupational safety and health management system?


The International Organization for Standardization (ISO) was established as early as 1995, consisting of representatives from China, the United States, the United Kingdom, France, Germany, Japan, Australia, Canada, Switzerland, Sweden, as well as the International Labour Organization (IL0) and the World Health Organization (WHO). Special working group, engaged in the standardization of occupational safety and health management system. However, due to the great differences of opinions between countries on whether to incorporate the occupational safety and health management system into the development standard of ISO, ISO made a decision at the Technical Management Bureau (TMB) meeting held in January 1997, and IS0 is currently not in the occupational safety and health management system. work in the field. Nevertheless, the standardization of occupational safety and health management system is an inevitable development trend, so all countries in the world have started the standardization of occupational safety and health management system in their own countries or regions. According to incomplete statistics, more than 30 countries in the world have corresponding occupational safety and health management system standards. From the perspective of operation mode, they can be roughly divided into three types:

At present, the 0HSAS18000 (Occupational health and safety assessment series) series of standards introduced in China is developed by the British Standards Institute (BSI) in conjunction with other organizations and based on the British standard BS8800 (the standard was released by BSI in 1996). This series of standards was released in April 1999 and consists of two parts: 0HSAS18001--Occupational safety management system: specification (Occupational health and safety management systems--specification), 0HSAS18002--Occupational safety and health management system: 0HSAS18001 Implementation guide (Occupational health and safety management systems-Guidelines for the implementation of OHSAS18001), where OHSAS18001 can be used for certification/registration.

The answer is yes. First of all, in the process of formulating their own standards, ISO/TC176 (IS09000 Standardization Technical Committee) and ISO/TC207 (IS014000 Standardization Technical Committee) both involve occupational safety and health issues, and both standardization technical committees are interested in occupational safety and health management. System standardization work, but because the scope of occupational safety and health is wide and complex, far beyond the scope of the work of the two technical committees, the content of occupational safety and health is not included in the IS09000 and IS014000 standards, but it is obvious that the three standards are interrelated. It is feasible for enterprises to establish an integrated management system and implement an integrated certification audit.


Secondly, the basic framework of the three standards is consistent. The structure of 0HSAS18001 and IS014001 is exactly the same. Although the 2000 version of IS09001 standard no longer adopts the way of elements, its "process method" mode structure is still compatible with the structure of IS014001 and 0HSAS18001, and the new version of IS09001 standard is fully considered when revising it. To the compatibility with the IS014000 (OHSAS18000) standard. The improvement model of PDCA is adopted, and management elements such as documents, records, internal audits, and management reviews can be shared.


Third, the quality management, environmental management, and occupational safety and health management of an enterprise are also interrelated and cannot be separated. If the quality control of chemical enterprises is not good, the decline of product quality will lead to the increase of waste products, which will bring environmental pollution and impact on the health of employees.


Therefore, it is necessary to comprehensively consider the management of the three aspects. In fact, some foreign companies have established a management system that integrates quality, environment, and occupational safety and health systems. At the same time, foreign certification agencies such as BSI and NQA have also launched integrated audits. Beijing 9000 Standard Quality System Certification Center also carried out the pilot work of integrated auditing in China for the first time.


How about the certification of occupational safety and health management system in my country?


As an official member of ISO, my country is relatively early in tracking the standardization of the occupational safety and health management system. In April 1995, the Chinese government sent representatives to participate in the special working group of IS0. In March 1996, my country established the "Standardization Coordination Group of Occupational Safety and Health Management System". In February 1998, the former Ministry of Labor approved the release of occupational safety and health management system standards in China, and carried out pilot implementation for enterprises.


With the official release and introduction of the OHSAS18000 series of standards in April 1999, domestic enterprises and certification agencies have shown great enthusiasm for the implementation of the standard, and the number of eye-tracking and consulting agencies for this standard is increasing.


On July 31, 2000, the State Economic and Trade Commission issued a document to establish the National Occupational Safety and Health Management System Certification Steering Committee. The Steering Committee consists of an Accreditation Committee and a Registration Committee, marking the official start of the domestic occupational safety and health management system certification work in my country.
